Backround
Norm Standerfer has been responsible for the design/development of a wide variety of local and regional comprehensive land use plan/growth management programs and their related public participation processes. These experiences span twelve general plan studies and update programs, to include among others, Oklahoma City, Oklahoma; Broward County, Florida; Austin, Texas; and Las Vegas, Nevada. As Director of Planning in Broward County, Florida, Mr. Standerfer was responsible for implementation of the State of Florida's first "mandatory home-rule County-wide land use plan." He developed the Broward County model Land Development Code ("1981 Merit Award," Florida Chapter APA) including the nation's first integrated system of development consistency requirements and park, school, and transportation facility impact fees.

In Austin, TX, Mr. Standerfer was responsible for development of the "mandatory plan" home-rule charter, design and execution of the "Austinplan" comprehensive plan/citizen participation program and the development of annexation policies and programs for a 590 square mile extra-territorial jurisdiction. In Las Vegas, Nevada, the nation's fastest growing large city, Mr. Standerfer was responsible for design/preparation of the City's comprehensive plan/public involvement program ("1993 Outstanding Public Project," Nevada Chapter APA), establishment of the neighborhood planning program and initiation of the City's zoning, subdivision and sign ordinance revisions.

NRS served as consultant to the City of Layton, Utah for preparation and adoption of the first schedule-based transportation impact fee system in the State of Utah and as a principal consultant to the Wasatch Front Regional Council for greater Salt Lake City, Utah during development of the computer-based, regional transportation impact fee project utilizing the Impact2 Software traffic analysis system.

CITY OF LAS VEGAS, NEVADA - Apr 1990 to Jun 1994
Mr. Standerfer, as Director was responsible for design and execution of the nations fastest growth City's General Plan Update/Public Participation Program and for revision of the City's development process. Responsible for development and adoption of the neighborhood priority planning program.

CITY OF AUSTIN, TEXAS - Sep 1984 to Oct 1989
Mr. Standerfer, as Director, was responsible for the Austin "Hill Country" extra-territorial jurisdiction comprehensive plan which led to successful passage of the "mandatory Comprehensive Plan" charter amendment, He directed the "Austinplan Participation Program" and Comprehensive "AustinPlan Comprehensive Plan" program.

BROWARD COUNTY, FLORIDA - May 1980 to Sep 1984
Mr. Standerfer, as Director, personally drafted and managed development, adoption and administration of the Broward County Land Development Code implementing county-wide authority for development orders; land use consistency requirements; facilities and services adequacy requirements; and school, park and transportation impact fees. His department established the nation's first computerized road impact fee software system, the "TRIPS" model. Planning divisions included Advance Plans, Dev. Mgt and MPO operations.

Mr. Standerfer was General Partner for a Planning and Development firm providing services to clients and engaging in inner-city housing rehabilitation, single-family custom building and shopping center development activities.

CITY OF OKLAHOMA CITY, OKLAHOMA - Jun 1974 to Jun 1978
As Planning Director, Mr. Standerfer directed a staff/consultant project resulting in the adoption of the City's Comprehensive Plan for Growth Management and Community Development. Mr. Standerfer served on the State task force on Planning and Zoning and was a member of the Oklahoma State Capital/Medical Area Zoning Commission.
